Why don't we have any legal avenues to practice drifting similar to the track days that are held, CA, AZ and TX?

Just wait a little longer, they are coming. Road Atlanta is working on something right now, they hope to have events started by late June/mid-July. There are also smaller local organizations that are trying to find a good venue for a parking lot type event.
