no it is not registered, no i can not register it, it does not have any VIN at all.
This is an item for sale not debate, so I will not answer stupid questions about registration.

it's got 1/2 of a mile on it. I can ship it if you want but airfreight is not covered in the cost so please check with UPS on rates, it may or may not pass smog with the right kind of muffler bearings.
