that's why they have a law called reckless operation, meaning if the cop thinks you're doing stupid stuff, then yes he'll nab ya, in the eyes of the law cars are for transportation, any use other than that will usually draw attention from them

laying drags(tire marks) from drifting is also illegal, then there's the noise, smoke(not that illegal but i think you could a ticket still).....well now to think about i'm lucky not to get a ticket yet....

Seeing as one way reckless is defined as is braking traction, that would toss drifting right out the realm of legality.

I dont see it being illegal, if you have a specified speed.

If you break traction, you are driving in a wreckless manner. If you squall your tires at a light you can be ticketed for noise ordinances, unsafe start from a start position, wreckless driving. You are screwed no matter what. Now in some towns the cops won't touch you if you are doing these things on private property..(paking lots and such) but that differs from place to place.

it's illegal because the cop doesn't see you controling oversteer through a corner, he sees a driver sliding uncontroled through a turn where there could be other vehicles/trees/poles/whatever, he'll ticket you.
