Place to practice Driving.

Okay I possibly have come into some land and would really really like to set up a place where people can polish their driving skills you know a place where people can take the time to learn their car in a controlled environment (ideally this will lower accedents and inturn lower insurance haha). So if anyone has any ideas or knows the numbers or legal for a place like this post up or pm me. I could use all the help I could get I would like to get a place up ASAP. Right now I'm just thinking if we do this we're get gonna pave some land and put some lights up stadium style (if we can afford it or get a backer).
