...from the looks of this video, doesn't it look like Tommy was on his way into crashing anyways?

Yeah. that's what I see also. Tanner was trying to follow him super close and he had no way around it. It looked like Tanner thought Tommy was going to transition, that's why he kept his car so close, but the transition never happened
