At club 4ag some guy said something about adjusting the cable tension on your e brake. Is the cable tension allowed to be adjusted so you can pull it up just a little and it will have full effect? Thanx.

Yes... the adjuster is on the lever. This can cause rear pad/lining failure if not adjusted properly. You can also ruin your rear disks, and calipers.. it can also stick and cause dragging, lower gas milage, and eventually brake failure by either having metal to metal contact on the brake, and get worse from there.

Yes, I should know... my day went like this a few months ago after adjusting:
